The Namibian government, through the Ministry of Home Affairs, Immigration, Safety and Security (MHAISS), has released an updated list of countries and territories whose citizens qualify for its visa-on-arrival programme, leaving out more than 60 countries.
The revised list was published on the official MHAISS visa-on-arrival portal. A total of 28 African countries were included among the eligible destinations, while several others, including Nigeria, did not make the list.
Namibia: Countries eligible for visa-on-arrival
According to the official Namibia Ministry of Home Affairs Visa on Arrival portal, citizens of the following 121 countries and territories are eligible for visa-on-arrival in Namibia:

Namibia short visit: Visa-free countries
A total of 70 countries are not covered by Namibia’s visa-on-arrival programme. Among them, citizens of the following countries can still enter Namibia without a visa when travelling on ordinary passports:
