Nigeria’s Consolidated Public Service Salary Structure (CONPSS) places federal civil servants across 17 grade levels, with salaries varying according to factors such as qualifications, experience, years of service and seniority.
Following the implementation of the new minimum wage under President Bola Tinubu’s administration, salary figures across the public service have been adjusted upward.
According to Tribune Online, Grade Level 10 and Grade Level 15 are among the levels attracting attention, with the former covering mid-career officers and the latter generally occupied by senior management personnel.
CONPSS Grade Level 10 Salary Scale
Grade Level 10 consists of 14 salary steps, with earnings generally increasing as workers progress through the scale.

The figures show a steady increase from Step 1 through Step 4 before a sharp drop at Step 5, which appears to be a possible data irregularity. From Step 6, the salary progression resumes its upward pattern through Step 14.
CONPSS Grade Level 15 Salary Scale
Grade Level 15 is positioned much higher within the federal civil service structure and carries substantially larger annual salaries.
Unlike Grade Level 10, the scale for Grade Level 15 contains nine steps.

Difference Between Grade Level 10 and 15 Salaries
The figures highlight the significant difference in earnings between mid-level and senior civil servants in Nigeria’s federal workforce.
At the highest point of Grade Level 10, a worker earns N2,356,897 annually, while Grade Level 15 reaches N3,847,474 at Step 9.
This represents a difference of N1,490,577 between the highest listed salaries on the two grade levels.
The revised salary structure follows the federal government’s implementation of the new minimum wage, while maintaining the existing hierarchy of grades and career progression within the public service.
Civil servants therefore earn different amounts depending on their grade level and step, with senior positions attracting higher remuneration than lower and mid-level positions.
