Nigeria’s Consolidated Public Service Salary Structure (CONPSS) is organised into 17 grade levels, with the amount paid at each level influenced by factors such as an employee’s qualifications, length of service, and performance.
Following the implementation of the new minimum wage approved under President Bola Tinubu’s administration, there has been growing interest in the salaries received by government workers across the various grade levels.
CONPSS Level 7 Salary Details
At Grade Level 7, the salary structure is divided into 14 steps, with each step representing an increase in earnings within the same grade. An employee on Step 1 receives N1,277,667 annually, while someone on Step 14 earns N1,653,093 per year.

The difference between the lowest and highest steps is N375,426. This means an employee who reaches Step 14 within Grade Level 7 earns nearly N400,000 more annually than a worker starting at Step 1 of the same grade.
How the CONPSS System Works
The CONPSS system allows civil servants to progress through different steps as they gain experience and maintain satisfactory performance within their grade.
Movement from one step to another is generally linked to annual assessments, while promotion to a higher grade depends on meeting established qualification and service requirements.
Grade Level 7
Grade Level 7 generally accommodates officers with relevant degree-level qualifications or employees who have progressed from lower grades through years of service.
Workers at this level occupy the middle section of the federal civil service salary structure, which runs from Grade Level 1 at the bottom to Grade Level 17 at the top.
